CMSS-PPR: A Post-Quantum Multivariate Signature Scheme

A novel post-quantum digital signature scheme built on Non-Affine Ring-Permutation Layers (NARPL), whose composition raises regularity degree to eliminate MinRank and Gröbner-basis attacks. UF-CMA security reduces to MQ hardness, with algebraic security exceeding Rainbow, UOV and HFE.
CMSS-PPR is implemented end-to-end in Python — key generation, signing and verification — and is operational across all five NIST security levels. Integrated into a Node.js/Express REST auth layer, it achieves ~30% lower handshake latency versus conventional TLS under load.
